After the legalization of Law No. 5 of 2017 regarding Cultural Progress, there was a need to deal with cultural activities in a more systematic way. In order to meet that need, the Ministry of Education and Culture planned a new initiative: the development of the Indonesiana platform, which is a systemized framework of relations between organizers of cultural events in Indonesia that is organized collectively.

This initiative was formulated while focusing on signs of fragmentation on cultural activities and the absence of standards for cultural events. These signs included the unclear impact of cultural activities on people's lives, very little investments and high costs of cultural events, as well as its worrying sustainability. Mutual cooperation, although crucial when organizing cultural events, is often not taken into account.

In reality, festivals could be an opportunity to strengthen the character of our national cultures. Festivals could also be an instrument to nourish our cultural identity by showing not only its uniqueness, but also the connection between different regions in Indonesia. A study insisted that cultural activities and events could provide a fertile soil to improve the synergy between stakeholders, thereby boosting the efficiency of these cultural activities and events. This was the reason why, while carrying out the mandate of Law No. 5 of 2017, the Ministry of Education and Culture chose to focus its attention on cultural activities and events, starting with festivals.

The Indonesiana platform was formulated based on this background. Collaborating parties are expected to establish and obtain the means and resources to increase cultural activities effectiveness and efficiency. Cultural figures will form a path to stabilize the development of their cultural activities.

The cultural activities and events supported facilitated by Indonesiana are carried out by taking into account 2 levels (control system and organization management), 3 dimensions (design and substance management, management of visitors, service quality and management of human resources), and 4 areas of implementation (curatorial and production, public relations and publication, cooperation and support, and knowledge management).

On the control system level, the Curatorial and Production Division identifies and ensures the ecosystem reinforcement to improve cultural activities and events; the Public Relations and Publication Division identifies and accentuates the cultural identity of the areas that organize the activities and events; the Cooperation and Support Division identifies and ensures the synergy between parties who are committed to support the activities and events; lastly, the Knowledge Management Division monitors and evaluates each activity in order to expand the knowledge and information needed to improve the Indonesiana platform. All of these functions are supported by the Secretarial Division that oversees administrative tasks and develops the general Indonesian National Standard.

On the organization management level, within the design and substance management, the Curatorial Division creates the concept of curation and production process, and also advocates the organizers in that process. The Public Relations and Publication Division creates a branding concept, plans the strategy of information distribution, devises the hotline information service, advocates the organizers in that process, and carries out their tasks at a national level.

Subsequently, the Cooperation and Support Division identifies the materials (technology, human resources), and facilities needed to organize the activities and events, advocates the organizers in that process, as well as performs their duties at a national scale. The Knowledge Management Division analyzes the data for activity organization, collects and diffuses related information, organizes workshops for reinforcement in all areas of organization and in the Monitoring and Evaluation division, as well as develops data banks for curatorial activities and production in order to support the culture development at a national scale.
